Sevens Bar (previously J Bar) Jomtien on Soi 7 in Jomtien Beach is a great bar with beautiful girls, good cheap food and pool tables. This bar is frequently busy with many expats to talk to and share a drink. 
Many comments saying the breakfast is very good and really cheap. Some comments:

Nice new clean bar, in a very busy soi. Karl and Nuch were both excellent hosts. I will be visiting this bar again very soon. 10/10.
